The NCLW was first created to prepare for the Beijing Conference in 1995. It was composed of members from both the governmental and non-governmental sectors. After the conference, Decree No.13 of the Council of Ministers established on 3 January 1996 the NCLW as the official body responsible to follow up on the implementation of resolutions taken in Beijing.

Currently, the First Lady heads the Commission and collaborates with a team of women specialists who were recently appointed (as at 2003).

The Commission is the official national mechanism responsible for realizing women’s advancement and gender equality in Lebanon. As such, it is entrusted with:

-  consultative functions to be performed with the presidency of the Council of Ministers and other public administrations;

-  being in charge of national priority-setting, advocacy and awareness-raising;

-  monitoring;

-  policy formulation;

-  legislative change; and,

-  execution of programs, activities, studies and workshops related to women.

Furthermore, the NCLW coordinates and establishes connections and functions with the different public administrations, civil and non-governmental institutions, and Arab and international organizations, with the aim of promoting the condition of Lebanese women.

The objectives of the NCLW are to:

-  Reach full equality between men and women in all the civil legislation which governs social relations at all levels and in different areas.

-  Guarantee women’s rights as human rights in the light of the international conventions for human rights and the Lebanese Constitution.

-  Ensure the access of women to reliable, secure and sustainable levels of livelihood.

-  Empower women by developing and strengthening their abilities and skills, thus enabling them to benefit from available equal opportunities.

-  Increase steadily the share of women’s participation in the power structure and decision-making bodies at different levels and in various areas.

-  Incorporate equality between men and women in the social structure and behavioural trends in all areas.

-  Since it was established, the Commission has collaborated with the NGO committee, other NGOs, civil institutions, and academic institutions specialized in women’s issues to realize the National Plan for Action (in the process of being revised and redesigned in August 2001.).
